We have already seen the Rays minor league system pay dividends in recent years, producing stars like David Price, Evan Longoria, B.J. Upton, Jeremy Hellickson and Matt Moore, to name just a few. Their success drafting and developing players is the only reason Tampa Bay can complete with financial goliaths like the Yankees and Red Sox, given the Rays don't have even a third of the payroll New York and Boston operate with every offseason.
